Working Group on Women and Human Rights

Suggested amendments on the participation of civil society in the document: Recommendations for enhancing the effectiveness of the working methods of the CSW [E/CN.6/2001/8]

Purpose:

To integrate recognition of the important role of non-governmental organizations in the advancement of women throughout Section III of the document.

Options:

There are 8 options to integrate the participation of NGOs in the paragraphs of Section III of the document.

Paragraph 13

.The Commissions deliberations and decisions are informed by the contributions made by government representatives during the general debate, and the panel discussions, interventions from the UN system and civil society, including women's organisations, as well as substantive reports.

Paragraph 14

.The practice of inter-sessional...should therefore be continued, with additional consideration being given to the development of on-line briefings for governments and civil society representatives not based in New York.

Paragraph 14

.In order to facilitate informed discussion..and take a lead in the discussions. Processes for NGO participation should also be included in such an ad hoc task force system.

Paragraph 17

..The general debate provides a regular forum in which government representatives, and other actors replace with: and representatives of the UN system and civil society, including women's organisations...

Paragraph 18

..Furthermore, to ensure provocative, and substantive discussion, the statements should be focused, concise and delivered within the allotted time. NGO interventions should also be included to facilitate such broader interest in the debate.

Paragraph 22

..such as Under-Secretaries General, Special Representatives of the Secretary-General, and Special Rapporteurs on human rights, representatives of governments and civil society, including women's organisations.

Paragraph 27

The Office of the Special Adviser on Gender Issues and Advancement of Women...development of approaches and methodologies. Participation should include government, representatives of the UN system, and civil society, including women's organisations.

Paragraph 38

..The Commission may wish to consider possible modalities for drawing more effectively on the knowledge of non-governmental organizations, in addition to those recommendations included in this document.
