UN Beijing plus Five Documents

Political Declaration: On Friday, 17 March 2000, the Draft Political Declaration (E/CN.6/2000/PC/L.5) was adopted. This document is therefore no longer open to negotiation. It can be obtained at http://www.un.org/womenwatch/daw/csw/pd.htm.

Beijing plus Five Review Proposed Outcome Document: On March 23, 2000, the Bureau established an extended bureau group, including the representatives of negotiating groups, to streamline the draft outcomes document. Since then, the extended Bureau has held meetings to review the document in terms of duplications, and appropriate placing of paragraphs. The outcome of the work of the extended Bureau was presented to the delegations during informal consultations on April 20, 2000. The content and wording of the outcome document as contained in E/CN.6/2000/PC/L.1/Rev.2 was not to change but merely be reorganized within its existing structure. Schedule for Outcomes Document Work As We Know it Now:

• April 28: Final government amendments must be submitted to the Bureau.

• May 5: The Compilation Text will be completed.

• May 8-12: Intersessional meetings will be held to negotiate the text.

• May 15,16: Devoted also to group (G77, etc.) preparation on document.

• May 24, 25: Intersessional meetings may be held to negotiate the text.

• May 26, 30-2: PrepCom for Special Session.

Status of the Document Negotiations: Overall, the proceedings are moving very slowly, with only 30 paragraphs agreed to in the 200+ paragraphs/87 page streamlined document currently being negotiated. The most current version of the streamlined text, reflecting language proposed during the intersessional meetings as of May 17 can be found at http://www.un.org/womenwatch/daw/followup/infocon.pdf.
